I wrote this for Political Science 171 Comparative Politics in 2008 under professor Stefan Fritsch. Liberalism has triumphed but not in all cases or places. First of all, as long as Communism is still present at all and succeeding in the world today, there will not be an end to it. In China, communism is very successful and seems to work for them. If it was failing and causing harm to the country economically then it would have at some point started to fall. There are weaknesses in his argument dealing with the possibility of the all the world states becoming liberal democracies. There are certain factors and requirements that are needed to form such democracies. One of the first factors deals with the government; how the leaders are selected and who can participate. So, free and fair elections are the first step. Those who do end up in charge will need to be of honest and of decent character, leading to a responsible government, the second factor. The government must be transparent and the military must be controlled by civilians. The third element is equal rights of political participation. Meaning all or most adults have the right to vote unless that privilege has been taken away for a specific reason, like breaking specific laws. Fourth, full civil liberties as should be available and stated in the state’s constitution. Like the Bill of Rights in the American Constitution. Simple freedoms like that of religious express, press and speech must be carried out. And last, the state should be well-functioned with effective and fair governance. Meaning the rules of the land should be enforced throughout the land, the law should be unbiased and there should be little or no corruption. Fukuyama stating that liberalism is now taking over the globe is assuming all states have meet the elements need to succeed as a liberal democracy and has the right tools to remain that way. If that were true then there wouldn’t still be dictatorships and autocracies still in the world such as Vietnam, Cuba and Sudan, which are obvious on the map closed autocracies. |
